New York has aligned itself with the Farm Bill, and as such, defines industrial hemp as the plant Cannabis sativa and any part of that plant, including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis. Its also legal to sell hemp cigarettes and other hemp products under this new Bill, but it should be noted that new licensing requirements have been put in place as of 2020, which requires growers, processors, and extractors in the industry to apply to New Yorks Industrial Hemp Agricultural Research Program
